Check the cock - is he actually treading properly? Sometimes young or old cocks don’t connect well. You might see mating behavior but no actual fertilization.
I’d check him for fertility issues. Trim the feathers around his vent if they’re long - sometimes that’s all it takes.
If second round is also clear, consider a different pairing.
